Quick Comparison
SEO earns visibility in unpaid search results. Google Search Ads buy sponsored visibility and commonly charge for clicks. The local pay-per-lead format charges for valid leads and is limited to eligible business categories and locations.
| Question | SEO | Google Search Ads | Local pay-per-lead |
|---|---|---|---|
| Where it appears | Organic results, local map visibility, and eligible search features. | Sponsored placements on Google Search. | Local placements on Google Search and Maps. |
| What Google charges for | No fee to Google for an organic click. | Often a click under CPC bidding. Other bid strategies exist. | Valid leads such as calls, messages, or eligible bookings. |
| Primary inputs | Website, content, technical health, authority, local profile, and reputation. | Keywords, ads, landing pages, location, audiences, bidding, and conversion data. | Service categories, service areas, profile data, budget, bidding, and verification. |
| Eligibility | A crawlable, indexable site or eligible local business profile. | Subject to Google Ads policies and review. | Available only to eligible categories and locations, with required screening and profile checks. |
| What happens when work stops | Existing pages can keep being found, but competitors and search results continue changing. | Sponsored traffic stops when campaigns or budget stop. | Paid lead delivery stops when the campaign is paused or cannot spend. |
Choose the channel with customer outcomes, not platform activity alone. Use the same conversion definition, lead handling, and revenue feedback across all three.
Important 2026 update
Local Services Ads Are Moving Into Google Ads
Google is moving Local Services Ads into a specialized Performance Max campaign type with pay-per-lead goals. Google says the payment model remains based on valid leads and the placements remain local inventory on Search and Maps. Campaign management is moving into the Google Ads platform.
The schedule is account-specific. Google says it will send an advance email and show an account notice before migration. Use that notice to plan the handoff. Google also says prior campaign reports will not carry into Google Ads, so export the historical reports before your account moves.
During the transition, you may see both "Local Services Ads" and "Performance Max campaigns with pay-per-lead goals" in Google's documentation and account notices. In either interface, the format remains local, keywordless, and billed by valid lead. Read the official transition notice and the migration notice in your account before changing campaign settings.
When SEO Fits
Use SEO when customers research the service, compare providers, ask detailed questions, or search across several locations and needs. Each useful page can answer a distinct question and create another path into the business.
For a local company, that includes the website and the Google Business Profile. Service pages explain what the company does. Location pages establish where it works. Reviews and business information help a person decide. Technical SEO helps search systems crawl, index, and understand those pages.
- You want useful pages that can keep attracting qualified visits without paying for each click.
- Your buyers research before calling, booking, requesting a demo, or purchasing.
- You need coverage for many services, questions, products, or markets.
- You can maintain accurate content, business information, and customer proof.
SEO is not an instant switch. Google says some changes can be reflected in hours while others can take several months, and recommends allowing a few weeks before judging whether a change helped. See Google's SEO Starter Guide. Our SEO timing guide gives practical milestones for the first year.
When Google Search Ads Fit
Use Google Search Ads when you need controlled sponsored visibility for specific offers, services, and locations. You can choose landing pages, write ad messages, set budgets, apply location settings, and feed measured conversions back into bidding.
Under cost-per-click bidding, Google charges when someone clicks the ad. The actual cost varies with the auction and campaign settings. A click is only a visit. The website still has to explain the offer, earn trust, and make the next step easy.
- You need to test a new offer or market with a controlled budget.
- You have a focused landing page and reliable call, form, or sale tracking.
- You can review search terms, negatives, locations, devices, and lead quality regularly.
- You can connect qualified leads and sales back to the campaigns that created them.
Paid search is strongest when it is managed as a business system, not a traffic purchase. Google's CPC definition explains click charging. Its conversion tracking guide covers website actions, calls, apps, and offline outcomes.
When the Local Pay-Per-Lead Format Fits
Use the local pay-per-lead format when your category and area are eligible, the business can pass Google's required checks, and the team can respond to local inquiries quickly. Targeting is based on service categories, job types, service areas, profile information, and campaign settings rather than a manual keyword list.
Before migration, legacy Local Services Ads accounts may offer Maximize Leads, a target cost per lead, or a maximum per lead, depending on account settings. After migration, Google says Performance Max campaigns with pay-per-lead goals no longer support manual bidding such as a maximum cost per lead, and vertical-level target CPA is also deprecated.
Google says valid-lead pricing continues through the migration. Budget and the bidding targets available in the account's current interface can affect the number of leads the campaign may be able to receive.
- Your service category and location appear in Google's current eligibility flow.
- Your public Google Business Profile and business records are accurate.
- You can complete the applicable registration, license, insurance, review, identity, or background checks.
- Your staff can answer calls and messages, qualify the request, and record the outcome.
Eligibility and verification vary by category and location. Check the current requirements in Google's getting started guide. Before migration, review the legacy Local Services bidding guide; after migration, follow the bidding and budget guidance in the official transition notice.
How to Choose a Starting Channel
Choose based on the constraint you need to solve first. Then define what would make the test a success before spending or publishing.
You need demand now
Start with a measured Google Ads test. Add the local pay-per-lead format if eligible. Build SEO pages at the same time so paid media is not the only source.
Your category is eligible and calls drive the business
Test the local pay-per-lead format with reliable call handling. Compare qualified leads and booked work with Search Ads, not only platform lead counts.
Buyers research for days or weeks
Prioritize SEO and useful comparison content. Use paid search to reach high-intent terms and remarketing where consent and policy allow.
Your site does not convert
Fix the page, offer, trust proof, mobile experience, and measurement first. More visits will make a broken conversion path more expensive, not more useful.
You cannot tell which leads become customers
Repair analytics, call tracking, CRM stages, and offline outcome imports before trying to scale any channel.
How the Channels Work Together
The strongest mix gives each channel a clear job. Paid search tests demand and message. Local pay-per-lead campaigns capture eligible local inquiries. SEO builds pages and business evidence that help people research before and after they see an ad.
- 01
Fix the destination
Make the offer, service area, proof, price context, next step, and contact path clear on a phone.
- 02
Instrument the lead path
Measure forms, calls, bookings, sales, and source data. Connect each inquiry to the CRM record and final outcome.
- 03
Test controlled paid demand
Use focused services and markets. Review actual search terms, lead quality, response time, and booked outcomes.
- 04
Build the organic coverage
Turn recurring sales questions, service needs, and location demand into useful pages with clear ownership and update dates.
- 05
Reallocate from customer data
Increase, reduce, or reshape channels using qualified opportunities, close rate, sales value, and available capacity.
Measure Leads, Not Platforms
A platform reports what happened inside its own boundary. Your business has to connect that activity to the customer record. Use one funnel for all three sources.
Stage 1
Inquiry received
A form, call, message, booking, or store action arrived.
Stage 2
Valid lead
The person requested a service the business provides in an area it serves.
Stage 3
Qualified opportunity
The request fits the business, timing, budget, and decision process.
Stage 4
Sale and revenue
The job booked, purchase completed, contract signed, or revenue was recorded.
Google Analytics can mark a business-specific form submission as a key event. Google Ads can measure website actions, phone calls, and offline conversions. Use those tools, then compare them with CRM outcomes and call records. That is how you find the channel creating customers, not only the channel claiming activity.
